Job Description:
Medical University of South Carolina (MUSC) 20% Diversity ---
Responsible for diverse business community outreach and
relationship building at the highest management levels with both
the suppliers and business advocacy groups. --- Works closely with
stakeholders across the university to understand their short and
long-term business plans, development strategies, goals and
objectives. Maintains current knowledge of Federal, University and
Board of Trustee directives that affect procurement. ---
Responsible for the development and management of the university's
Small Business and Diversity Program. --- Keep abreast of
legislative developments, public law and sponsor requirements
affecting small and diversity business subcontracts. --- Manages
the analysis and reporting of spend with diversity suppliers to
capture and track supplier diversity results against university and
statewide goals. --- Acts as MUSC's subject matter expert on small
and diverse business programs, requirements, and reporting. 20%
Leadership --- Provides strategic leadership and direction for the
procurement and strategic sourcing operations including oversight
of and participation in planning and forecasting. --- Ensures
development of long and short-range goals to strategically align
the department goals with overall goals of the university. ---
Develops strategies and approaches to successfully implement
strategic initiatives --- Acts as a liaison with faculty, advisors,
administrators, and staff from both the university and external
agencies. Collaborates with team members both internal and external
to ensure optimal outcomes; builds, develops and maintains
relationships vital to partnership/supplier success. --- Serves as
representative of the University at state, regional and national
organizations, boards, councils, and committees as assigned.
Represents the department and serves on various department and
university committees. --- Develops objectives and activities based
on department goals. 20% Management --- Manages a team of
professional procurement staff that may include buyers, contract
specialists, analysts and supervisory staff. --- Establishes,
monitors and manages customer expectations working with procurement
to exceed expectations; identifies issues for resolution ensuring
optimal team effectiveness --- Manages and supervises staff to
ensure ongoing effective, high quality delivery of services and
programs; determines and takes appropriate performance management
steps including separation of employment. --- Monitors and
maintains effective internal controls. --- Collaborates with team
members both internal and external to ensure optimal outcomes;
builds, develops and maintains relationships vital to partnership
success. --- Responsible for oversight of financial performance and
achievement of financial goals, cost savings, and development of
new revenue sources. --- Directs and oversees the development and
evaluation of department programs. --- Identifies critical resource
expertise and targets appropriate internal and/or external sources
to ensure optimal outcome (s) to strategic initiatives --- Oversees
and participates in planning, developing and administering
department budget. --- Communicates with other department and
university administrators and resolves or assists with the
resolution of sensitive issues. --- Evaluates, identifies and
assesses risk exposures and financial impact to assess
organizations risk exposures. --- Oversees the development and
implementation of metrics and measurements for analysis and
planning. --- Identifies issues which may impact department,
resolves problems and directs measures to improve the effectiveness
and efficiency of the department. 20% Procurement --- Provides
leadership for campus-wide procurement and oversees education of
University purchasers of the value of strategic procurement. ---
Performs all state and MUSC procurement officer work
responsibilities. --- Markets, promotes, and represents procurement
department services advocating early engagement to maximize project
involvement and to reduce timelines and roadblocks. --- Oversees
procurement operations ensuring they are in accordance with
University guidelines and sound business practices while providing
optimum service to the university community. --- Collaborates with
key internal and external stakeholders to execute procurements and
strategic initiatives --- Oversees the development of procurement
policies and procedures in accordance with MUSC Board of Trustees
policy, state and federal laws and ensures compliance with these
laws and regulations. --- Oversees development and implementation
of training and orientation programs to inform university community
of significant policies and procedures of the department. ---
Manages the review of and compliance assurance for all sole source
and bid waiver requests within the procurement function. ---
Interprets and applies pertinent rules, regulations, policies and
procedures set forth by the university or other governing agencies.
--- Oversight of negotiation process, vendor performance techniques
and dispute resolution process. Utilize strategic initiatives to
engage companies at the corporate level in order to secure
enterprise/corporate agreements. --- Reviews all formal
solicitation protests and contract claims, and provides appropriate
university response. --- Manages vendor performance and
relationships to ensure that University-wide product and service
agreements provide agreed-upon benefits and value and that vendors
comply with pricing and other contractual terms and conditions.
Responsible for mediation and resolution of contract claims or
controversies. --- Manages the contractual relationship between
MUSC and suppliers ensuring terms, measurements, and Key
Performance Indicators (KPIs) are monitored and any resulting
actions are executed. --- Advises university officials on
administration of major service contracts. 20% Sourcing ---
Oversees the conception and implementation of strategic sourcing
initiatives and develops, maintains, and publishes criteria for
measuring the financial and operating impact of those initiatives;
tracks all resulting savings clearly and consistently. --- Conducts
sourcing events including Requests for Proposal (RFPs) and other
formal and informal solicitations. Awards business to participating
suppliers. --- Ensures that financial agreements in strategic
contracts are monitored and maintained. --- Represents procurement
interests developing and maintaining strategic partnerships
focusing on internal customers/stakeholders; focus may extend to
supplier partners. Minimum Experience and Training
Requirements:--10 years of experience. Bachelors Degree (Master's
preferred). Additional Knowledge, Skills, and Abilities
