STAFF :BULKB Position Description This role will be that of a Specialist - Permitting Compliance (level determined by qualifications) assigned to maintaining and managing day-to-day health, safety, emergency response, environmental compliance, and security activities in support of terminal operations in the Southeast Region, the position may be based in Charleston, SC or Tampa, FL depending on the selection of a suitable candidate. Provide expertise for local management regarding safety, health, environmental and security regulations. Take action in promoting our safety culture at every level of the organization. This position is responsible for the technical support for handling health, safety, training and industrial hygiene issues for identified Bulk/Liquid facilities. The position will have additional responsibilities for environmental compliance. The position oversees the compliance programs, procedures, and policies associated with federal, state, and local regulations and acts as a liaison with external legal and regulatory personnel and agencies. The position will report to the Southeast, Regional EHS Manager. The ideal candidate will be: - Detail-oriented -- quality and precision-focused - Self-motivated -- growth-oriented and able to function with limited supervision - Outcome-oriented -- results-focused with strong performance - Flexible - ability to quickly adapt to changing priorities - People-oriented -- supportive and fairness-focused - Team-oriented -- cooperative and collaborative Duties include, but are not limited to: - Prepare/review and implement facility-specific EHS manuals, programs, procedures and standards. - Provide expert compliance support for KMT policies and procedures - Lead the safety teams at individual facilities and participate as required in the EHS assessment program. - Prepare, coordinate and implement health and safety management, oversight, and strategic plans and procedures. - Maintain communication with peers in industry, regulatory agencies, and trade organizations - Provide internal consulting and support to sales, operations and management staff throughout KMT for permitting and regulatory compliance - The position calls for quick and efficient responses to EHS managers when called upon for assistance with minimal supervision. - Coordinate health and safety audits and agency inspections. - Assist with development and oversight of safety and environmental and emergency response training. - Conduct formal assessments of all EHS programs and security audits. - Maintain all required EHS records; Permitting - research needs, identify conditions, prepare applications, manage compliance with permit conditions, resolve issues; Manage waste program; Regulatory inspection programs. - Participate in Technical Working Groups; industry and trade association initiatives and work groups; implement compliance strategies as required. - Coordinate the delivery and management of the terminals' onsite contractor safety program. - Federal / State / Local rule and regulation review, interpretation and implementation. - Spend up to 50% of working hours in the field, observing operations, training, and assisting operations with auditing and inspections. This position is a strong link between operations and management staff which requires handling of multiple projects and issues with short deadlines. - Provide support and/or oversight to field operations on safety work practices and industrial hygiene programs. - Facilitate root cause analysis of reported incidents, such as: near misses, personal injury, DOT, or vehicle accidents. - Provide health and safety support to regional, commercial, engineering, and maintenance projects. - Submit and adhere to annual budgetary constraints. - Advise commercial / sales staff regarding EHS implications associated with storage and transfer of new commodities Position Requirements Bachelors' degree in Industrial Hygiene/Safety Management, Engineering, Environmental Science, Physical Sciences, or related Natural Sciences or the equivalent in training and experience or three years applicable EHS Safety work experience. This position will have comprehensive EHS related responsibilities. - Must have proficient written and verbal communication skills, people skills, and an ability to work under pressure within deadlines as required. - Must possess a proficient knowledge of EHS and Coast Guard regulations and the ability to interact with regulatory agencies and peers with self-confidence, poise, and professionalism is imperative. - Requires working knowledge of regulations, policies and prevailing cultures of Terminal operations and strong communications skills with employees, supervisors and, regulatory agencies. - Ability to implement policies and procedures that are protective of the environment, personnel, equipment and Kinder Morgan business interests. - Ability to manage multiple projects simultaneously-under pressure within deadlines. - Ability to provide quick and efficient responses to sensitive issues where a high level of technical, systematic or emergency thought processes is required. - Ability to evaluate and offer advice and implementation of solutions due to complexities of health, safety, training, and industrial hygiene issues. - Requires contact with all levels of employees and management within the Southeast Region and will deal with numerous Federal, State, and Local regulatory agencies and consultants. - Must exhibit ability to function with limited supervision and at times will be assigned the task of coordinator or project manager depending upon the nature and scope of applicable projects. This will include both capital and expense projects. Must maintain a high level of fiscal responsibility. - Required to carry a company-provided cell phone, and be available to respond during working and non-working hours - Must be able to work with a team, take direction from supervisor(s), adhere to required work schedules, focus attention on details and follow work rules. - Must have a excellent knowledge of Microsoft Word, Excel, PowerPoint, Access and Internet Search Engines - Must be willing and able to spend extended periods of time in the outside observing operations, conducting inspections, training employees, and assisting with procedure development. - Ability to attain TWIC (Transportation Worker Identification Credential) as issued by TSA (Transportation Security Administration). - Successful completion of pre-employment drug screen and background check.
