The Charleston Redevelopment Corporation (CRC), which includes the Palmetto Community Land Trust, is a non-profit initiative of the City of Charleston, the Housing Authority of the City of Charleston, and the Historic Charleston Foundation. The CRC focuses on the development and maintenance of affordable housing in the Charleston South Carolina area, and helps secure local, state and national funding for long-term housing affordability. The CRC administers the Palmetto Community Land Trust (PCLT) program, a novel approach to develop and enhance long-term housing affordability in the Charleston area. The CRC’s mission is to increase the supply of affordable rental and for-sale housing and maximize long term affordability through the Palmetto Community Land Trust program, investments, and a revolving loan fund program. CRC board members include representatives of the numerous community organizations and institutions including the City of Charleston Housing and Community Development Department, the Historic Charleston Foundation, the Maryville/Ashleyville Neighborhood Association, the Charleston Local Development Corporation, the Eastside Community Development Corporation, and the Charleston Trident Urban League, among others. The ED shall have overall responsibility for the routine management of the affairs of the CRC and PCLT, including but not limited to: Identifying and facilitating opportunities for the development of affordable housing, including through the Palmetto Community Land Trust and land acquisition; securing partners for construction and financing; and oversight of such activities. Providing oversight for the Palmetto Community Land Trust program; Providing oversight for the lending program administered by the organization in concert with Board Committees. Coordinating with partner organizations regarding funding and financial considerations; Providing oversight for City of Charleston Bond funds administration (as contracted by CDC); Developing annual operating budgets for Board approval; Preparing written recommendations to the Board regarding policies, program initiatives and financial transactions requiring Board action; Preparing meeting agendas and financial reports for Board of Directors’ meetings. Monitoring revenue, expenses, investments and disbursements Facilitating community outreach and education regarding community land trusts and the specific mission and activities of the PCLT to build a support from developers, donors, prospective homebuyers, elected officials and the general public. Assisting the Board to develop funding for operational support, housing development projects and additional housing resources. Representing the organization in interactions with funders, public officials, contractors and other stakeholders. Coordinating day-to-day stewardship responsibilities with CRC and PCLT stakeholders Planning and attending Board meetings to report on progress of defined goals. Ensuring the preparation and distribution of board packets. Creating a sustained fundraising strategy by pursuing grant opportunities for operational and administrative support Coordinating outreach on social media and other public media outlets. Skills and Experience The ED shall have the skills and experience necessary to perform the duties and responsibilities listed above, including the requisites noted below: Undergraduate or graduate degree in Community Development, Public Administration, Business Planning or related field. Real estate, housing or development experience Experience with community land trusts, community development matters, and/or affordable housing program Experience managing a non-profit organization Experience in developing, overseeing and managing operating budgets. Public relations, marketing or publications experience; fundraising experience desirable. Experience working with various diverse constituencies and/or in a multi-cultural environment. Effective written and oral communication skills. Underwriting experience Ability to manage a website, social media and internet communications.
