Job Description Summary The Medical University of South Carolina
(MUSC) Libraries seeks a Grants Administrator to manage and direct
all the business affairs and related administrative activities for
the Regional Medical Library for Region 2 of the Network of the
National Library of Medicine (NNLM)." Funded by the National
Library of Medicine (NLM) through a cooperative agreement
(2021-2026), the MUSC Libraries' serves as the headquarters for
Region 2, one of seven regions in the NNLM Program." Region 2
comprises Alabama, Florida, Georgia, Mississippi, South Carolina,
Tennessee, the Commonwealth of Puerto Rico, and the U.S. Virgin
Islands. The mission of the NNLM is to advance the progress of
medicine and improve the public's health by providing U.S.
researchers, health professionals, public health workforce,
educators, and the public with equal access to biomedical and
health information resources and data." Under the direction of the
Executive Director, the Grant Administrator is responsible managing
the RML budget and performing complex analysis of departmental
federal subaward budgets and vendor agreements. Ensures timely
payment of vendor invoices, tracks expenditures. Manages day-to-day
operations of the office in conjunction with the Executive
Director. Works in partnership with the Library Business Manager on
budget planning, costs allocations, In-Year forecasting, and other

DescriptionOffice Management, 30% Manage the day-to-day operation
of the Region 2 office in conjunction with the Executive Director.
Provide direct supervision of 1 1FTE, Administrative Assistant.
Financial Management, 35% Manage the RML budget and performing
complex analysis of departmental federal subaward budgets and
vendor agreements. Work in partnership with the Library's Business
Manager on budget planning, costs allocations, In-Year forecasting,
and other financial matters. Prepare and maintain a variety of
regular financial reports and updates for distribution to the
departmental as well as the university grants and contracts offices
(such as the Office of Sponsored Programs) and the funding agency
(National Library of Medicine). Monitor spending, serving as
liaison between the RML and the Office of Research and Sponsored
Programs (ORSP) and the Office of Contracts and Grants Accounting
(GCA). Use institutional financial systems (OurDay and Works/Pcard)
to place procurement orders in a timely and efficient manner.
Process purchasing requests, invoices and payment requests related
to both departmental and subaward project activities; monitor and
obtain appropriate approvals for expenditures. Assist with
reviewing and submitting carryforward documents and ad-hoc
reporting. Evaluate the budget and budget justification of grant
applications and other project submissions. SubAward Management,
30% Attend quarterly grant check in meetings with staff to assist
with budgetary subaward contract questions or re-budget requests.
Work with relevant university offices to review and track contracts
for vendor agreements and subawards. Work with and support
departmental staff to track sub awardee and vendor reports in order
to accept invoices. Answer general inquiries from sub-awardees and
vendor agreements while representing the office in accordance with
MUSC requirements. Attend team meetings and other staff meetings
such as the NNLM Quarterly Administrative and Technical Support
Staff meetings. Actively pursue process improvement, anticipate
potential issues and problem-solve to assist the office in
accomplishing its outreach mission. General Duties, 5% Additional
administrative duties as requested and Other RML 2 and NNLM duties
as assigned. Additional Job Description Advises administrators
regarding contract requirements, provisions of contractual report
and financial and agency requirements. Monitors all budgeted
amounts pertaining to grants and contracts and makes determinations
on overruns; identifies potential for transfers of funds and
adjustments to contract provisions. Reviews and recommends
adjustments to research proposals, contracts, grants, supplemental
fund requests, amendments to contract or grant provisions, reports
of inventions, subcontracts and other business and financial
provisions. Prepares and monitors the preparation of contract
proposals for fund allocation and compatibility with agency
objectives. Minimum: A bachelor's degree in business
administration, public administration or the social sciences and
four years experience in contracts and grant administration
activities. Preferred: A master's degree in business
administration, health administration, or public administration.
