Job Description:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-6.
For the GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You will be rated on the following GS- 7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: se of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. OR Successful completion of One full year of graduate education (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. OR Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience but are not limited to: work as a technician. Knowledge of a range of specialized methods, techniques, and principles of electronics and equipment sufficient to determine specific requirements to design, redesign, fabricate, and modify electronic systems and equipment; select circuit configuration and determine equipment placement, cable routing, and perform integration for various equipment or-systems; maintain on-line operational reliability of a variety of complex electronic equipment and systems; test, align, and repair of specialized test equipment; perform preventative and nonscheduled corrective maintenance by diagnosing malfunctions and operating difficulties; develop methods and procedures for maintenance and testing of systems and subsystem components; and maintain records for associated systems and equipment. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a directly related Electrical Field of Study.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR
A combination of Graduate Education (in a directly related Electrical Field of Study) and comparable specialized experience. Combining Education and Experience: When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Ex. 1 full year of graduate level education and 6 months specialized experience would meet qualification standards for combined Education and Specialized Experience. Competencies for this position:
Customer ServiceElectrical EquipmentOrganizational AwarenessTroubleshooting (Electronic Equipment) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent must be able to stoop, reach, kneel, crouch, and maintain intense concentration for long periods of time under most adverse conditions. Acceptable hearing, visual accuracy, field of vision, and color perception are required for working on minute circuits. Moderate lifting is necessary. Heavy lifting (over 50 lbs.) can be accomplished by getting assistance when needed. Circuit repairs required adequate eyesight and dexterity for working on high-density boards.
