Job Description:

Lynker/CSS is searching for a talented Geospatial Analyst to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management. This exceptional individual will provide geospatial analysis, land cover production management, and technical assistance. This position is located in Charleston, SC.

The successful candidate will serve as a Geospatial Analyst in support of the Coastal Change Analysis Program and will also provide technical assistance to NOAA's partners. The position works with a team responsible for development of land cover and change analysis.

Core responsibilities include, but are not limited to, the list below:

Manages the analyses and production of land cover and land cover change data, as part of NOAA's Coastal Change Analysis Program (C-CAP) efforts, at multiple resolutions and timeframes
Requires expert knowledge of remote sensing, land cover mapping, change detection, image segmentation, and accuracy assessment
Duties may include compiling, processing, and analyzing imagery, elevation, and/or other geographic based ancillary data of varying scales and sources, both raster and vector based, in order to produce derived products, maps, statistics, and other information
Works independently to achieve day-to-day objectives with significant impact on operational results or project deliverables. Works to achieve key project/program objectives and deliverables
Responsible for major project components or processes spanning multiple technical areas
Manages complex tasks or processes with moderate impact on the achievement of project results
Develops solutions to complex technical issues and problems that impact multiple area or disciplines
Regularly employs ingenuity and creativity to develop new technical solutions in order to achieve functional objectives
Has the ability to apply advanced technical principles, theories, and concepts and represents the organization's technical products and services as a subject matter expert during presentations or product demonstrations to technical and non-technical audiences
Once the IRA Collaboratives have identified needs, assess technical assistance requirements and coordinate a group of geospatial analysts to provide technical assistance to those groups
Track and document the instances of technical assistance

Qualifications:

Required:

MA/MS or Ph.D and 4 years of related experience
Demonstrated experience in all aspects of land cover mapping and change analysis
Demonstrated ability to build relationships with management, colleagues, and external partners
Strong communication and organizational skills and excellent interpersonal skills
Self-starter with ability to work in a small team environment without direct day-to-day supervision
Ability to follow standard operating procedures and guidance documentation
Ability to pass a National Agency Check (NACI).
